About the Law
The Hospital Report Card Act became law in 2003 to give consumers access to information about the quality of care Illinois hospitals provide. The goal is to offer data that consumers could use to make informed decisions in selecting a provider. Nursing hours for certain clinical service areas are among the required submissions to the Illinois Department of Public Health (IDPH).

How to Get Started
New users must complete our Nurse Staffing User Application form. Any changes to your account—such as name, phone number and email address—must be submitted using our Nurse Staffing Account Update form.
You must also:
- Establish authorized primary and secondary users per account. For health systems, one primary user is designated for each facility in the system.
- Get written authorization for users from your facility CEO or their authorized designee.
- Upload the written authorization giving the primary and secondary users the responsibility to submit nursing hours data.
- Primary and secondary users are responsible for notifying COMPdata with user changes, such as separation of employment, changes in duties, name changes or email address changes.
Please note: Our data submission system is HIPAA-compliant.
