Phase 3 Provider Relief Funding Announced; Applications Due Nov. 6

MEMORANDUM

On Oct. 1, the U.S. Department of Health and Human Services (HHS) announced $20 billion in new Provider Relief Fund (PRF) dollars available to providers on the frontlines of the coronavirus pandemic.  This third general distribution is available to all providers interested in applying for additional funding to account for financial losses and changes in operating expenses caused by the coronavirus.

Eligible providers include:

  • Providers that previously received PRF dollars, regardless of whether they rejected or accepted the first and/or general distribution payments;

  • Behavioral health providers, including those that previously received funding and new providers; and

  • Providers that began practicing between Jan. and Mar. 2020.

HHS notes that providers that already received payments of approximately 2% of net patient revenue may submit more information to become eligible for additional payment.

HHS will accept applications between Oct. 5 and Nov. 6.  HHS will first consider applications that true up previous distributions to 2% of net patient revenue.  The Health Resources and Services Administration will then develop add-on payments for the balance of the $20 billion.  Additional details are available here.  HHS will post updates to the PRF website.

We are working with our national partners to better understand how this distribution reconciles with the recently announced PRF reporting requirements, as we know these requirements pose significant concerns for our member hospitals and health systems.  More information is forthcoming.  Until then, please send questions or comments to IHA.
